As a potentate of this era, you might realistically be able to nudge your development in a certain direction, but much of it will remain in the hands of market and societal forces not directly under your control.Īnd not only is this randomness more realistic, it also makes for great game play: You are prevented from min-max power-gaming your way to victory, by boringly choosing the same buildings in the same order, region after region, game after game. On top of that, many of these structures are traditionally private enterprises anyways.
